What is First Sale Rule?

The First Sale Rule allows U.S. importers to declare customs value based on the first sale in a multi-tier transaction — typically the price the manufacturer charges the middleman — rather than the price the U.S. importer pays. Done correctly with proper documentation, it can lower duty exposure on goods bought through agents or trading companies.
